According to paragraph 1 of Article 30 of Law No. 12/2000 “Voter Registration Law”, a legal person recognized as belonging to a certain sector must submit its annual summary report to the competent authority by the last working day of September each year.
With regard to legal persons recognized as belonging to the industrial, commercial and financial sector, paragraph 1(3) of Chief Executive’s Order No. 53/2013 provides that a legal person must annually organize or participate in at least one activity related to the industrial, commercial and financial sector, particularly exchange trips, seminars, conferences, exhibitions, and forums.
With regard to legal persons recognized as belonging to the labour sector, paragraph 2(3) of Chief Executive’s Order No. 53/2013 provides that a legal person must annually organize or participate in at least one activity related to the labour sector, particularly exchange trips, seminars, conferences, exhibitions, and forums.
With regard to legal persons recognized as belonging to the professional sector, paragraph 3(3) of Chief Executive’s Order No. 53/2013 provides that a legal person must annually organize or participate in at least one activity related to its professional field, particularly exchange trips, seminars, conferences, exhibitions, and forums.
To this end, the Standing Committee for the Coordination of Social Affairs reminds that a legal person recognized as belonging to the industrial, commercial and financial sector, the labour sector or the professional sector should submit its 2025 annual summary report to the Standing Committee’s office before the statutory deadline (i.e. 30 September 2026), indicating its basic information (including name, registration number at the Identification Services Bureau or voter registration number, correspondence address, contact phone number, and person-in-charge), with a photocopy of the identity card of the person signing the annual report. From today, an annual report may be submitted to the address: Travessa 1° de Maio, Edifício Advance Plaza, r/c, 32-G, Macau.
Moreover, the Standing Committee has revised the “Guidelines on the Submission of Annual Summary Reports by Legal Persons Recognized as Belonging to the Industrial, Commercial and Financial Sector, the Labour Sector or the Professional Sector” this year, mainly providing more detailed clarification on an individual’s participation in the name of his/her association in an activity related to the respective sector as well as the proof of such activity participation. Please refer to the Annex for further information.
Please note that starting from 2027, the Standing Committee will follow the new guidelines mentioned above to assess whether a 2026 annual summary report submitted by a legal person is in compliance with the requirements or not. It is suggested that a legal person, if circumstances permit, to follow the requirements of the new guidelines as far as possible when submitting its 2025 annual summary report.
Please also be reminded if a legal person does not submit an annual summary report according to the requirements and fails to submit an annual summary report again within the next five calendar years, its voter registration will be suspended from the closing date of the next display of a final register of electors.
