The six-member delegation, consisting of Mr. Chan Un Tong, Coordinator of the Standing Committee for the Coordination of Social Affairs ("CPCS"), Ms. Chan Weng Chi, Department Head of the Labour Affairs Bureau, Mr. Chan Chak Mo and Mr. Wong Yeuk Lai Alan, representatives of the employers' organizations of the CPCS, and Mr. Lei Chan U and Mr. Kong Hin Man, representatives of the employees' organizations of the CPCS, as the advisory members of the delegation of China, attended the 114th session of the International Labour Conference in Geneva, Switzerland between 7 and 14 June 2026.
The Conference was attended by more than 5,700 delegates representing governments’, employers’ and workers’ organizations from around the world. Ms. Shen Yiqin, State Councillor of China, delivered a speech at the conference, introducing the four global initiatives (the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative) proposed by President Xi Jinping, elaborating on China’s position and propositions, and expressing China’s willingness to work with all parties to support the International Labour Organization in upholding its founding mission and advancing social justice. The Conference also adopted the Decent Work in the Platform Economy Convention, 2026 (No. 193), an international labour standard aimed at improving working conditions for people who earn their living through digital labour platform. This Convention calls on member states to ensure that digital platform workers enjoy fundamental rights at work, including freedom of association, protection from discrimination, child labour and forced labour, and the right to a safe and healthy working environment while encouraging member states to extend adequate remuneration or payments to all workers. In his closing address, Mr. Gilbert F. Houngbo, Director-General of the International Labour Organization, highlighted the significance of the Conference’s achievements and stressed the need for international cooperation to ensure that artificial intelligence development benefits all workers.
